The SOM Leaders of ASEAN Member States met in Bali, Indonesia, on 11 October 2011 to discuss preparations for the Joint Preparatory Meeting, which will held in Bali on 12 October 2011, and the 19th ASEAN Summit and Related Summits, to be held in Bali, 17-19 November 2011.

The SOM Leaders  discussed substantive matters, including ASEAN community-building and the implementation of the ASEAN Charter. The SOM Leaders will also discuss the follow-up to the ASEAN Leaders’ Joint Statement on the Establishment of an ASEAN Institute for Peace and Reconciliation, an outcome document of the 19h ASEAN Summit, and the proposal for an ASEAN Common Visa for non-ASEAN nationals. The SOM Leaders  also consider implementation of the Declaration on the Conduct of Parties in the South China Sea, for which Guidelines were endorsed at the ASEAN Post-Ministerial Conference with China in Bali on 21 July 2011.

Within the scope of regional architecture, SOM Leaders  discussed preparations for the 6th East Asia Summit, to be held in Bali on 19 November 2011. The SOM Leaders will look at developments in ASEAN’s external relations within the framework of ASEAN Plus One and ASEAN’s relations with other organizations. Furthermore, SOM Leaders  discussed the draft Bali Declaration on ASEAN Community in a Global Community of Nations and the draft Declaration of the East Asia Summit on the Principles for Mutually Beneficial Relations.
